At the India Space Congress 2025, Dr. Pawan Goenka, Chairman of IN-SPACe, called on the Indian space industry to act with urgency and leadership to realize its global potential.
Dr. Pawan Goenka announced the issuance of GMPCS licenses to Starlink, OneWeb, and Reliance Jio, clearing regulatory paths for low-earth orbit (LEO) satellite services aimed at bridging India’s digital divide.
To summarize: Despite inherent mission complexities and delays, resilience is crucial for the space sector.
A key point of contention is the Telecom Regulatory Authority of India's proposed 4% AGR levy on satellite spectrum, which has drawn criticism from both telecom operators and satellite companies over its fairness and applicability.
In a major boost to private participation, ISRO has transferred Small Satellite Launch Vehicle (SSLV) technology to Hindustan Aeronautics Limited, with more bids expected for the ₹1,500 crore earth observation satellite constellation and Satellite-Bus-as-a-Service programs.
Highlighting IN-SPACe’s evolving role as an industry orchestrator, Dr. Goenka stressed the need for infrastructure support, global collaboration, and investment facilitation.
Moving forward, there is a need for swift passage of the Space Activities Bill to empower IN-SPACe and transform ISRO into a mentor and R&D hub.
A unified and bold vision is now critical to elevate India’s space economy to global prominence.
