In a bold move reinforcing its “AI-first” strategy, Microsoft has made the use of its AI tools—particularly Microsoft Copilot—mandatory for certain employee roles, tying it directly to performance reviews and career progression. An internal memo, reportedly from Julia Liuson, Corporate VP of the Developer Division, revealed that AI usage is now considered “core to every role,” comparable to essential skills like collaboration and communication.
The memo read, “Just like collaboration, data-driven thinking, and effective communication, using AI is no longer optional — it’s core to every role and every level.”

This policy marks a significant shift in workplace expectations at Microsoft, where employees—especially software developers—are being urged to incorporate AI tools into their daily workflows. Performance evaluations will now include metrics tracking how frequently and effectively AI tools like Copilot are used, indicating a top-down push for mass adoption of Microsoft’s AI ecosystem.
The directive comes amid rising internal concerns over slower-than-expected adoption of Copilot, even as external competitors like Cursor gain popularity among developers. Microsoft’s move suggests a shift from persuasive adoption strategies to performance-linked mandates, signaling the company’s urgency to position Copilot as a daily productivity essential.
Privacy concerns have also surfaced following backlash to features like Recall, but Microsoft maintains that widespread AI adoption is critical for maintaining its lead in the enterprise AI race.
