UP Accelerates Inclusive Development: Digital, Educational & Infrastructure Boost for Divyangjans

The Uttar Pradesh government, under the leadership of Chief Minister Yogi Adityanath, is making significant strides toward building an inclusive and accessible society for divyangjans (persons with disabilities). Aligned with the vision of ‘Sugamya Bharat’ (Accessible India), the state is working in mission mode to enhance accessibility across digital platforms, educational institutions, and public infrastructure, ensuring equal opportunities for all.

In a major push for digital inclusivity, the IT and Electronics Department has redesigned 44 government websites to meet divyang-friendly accessibility standards, with plans to make all state portals fully accessible. The Basic Education Department has been directed to recruit special educators to ensure quality education for children with disabilities. A detailed survey is underway to map divyang children during the school-merging process, ensuring alternative arrangements for their educational needs.

University & School Reforms

Primary schools across the state are now wheelchair-friendly, with ramps constructed to improve mobility. The Secondary and Higher Education Department has been instructed to provide free admissions and academic support to students with disabilities, in line with reservation norms. All universities in Uttar Pradesh are set to become divyang-friendly, using Dr. Shakuntala Mishra Rehabilitation University (Lucknow) and Jagadguru Shri Ram Bhadracharya Divyang University (Chitrakoot) as model institutions for inclusive practices.

Urban Accessibility & Job Opportunities

Out of 278 urban government buildings, 271 have already been made accessible with ramps, Braille signboards, and specially designed toilets. Additionally, 18 daycare centers are providing early education for children with visual, hearing, and intellectual disabilities, while over 1,574 students are enrolled across special and integrated schools.

Uttar Pradesh has also implemented a 4% reservation in government jobs under the Rights of Persons with Disabilities Act, 2016, promoting equal employment opportunities for divyangjans. These initiatives reflect the Yogi government’s commitment to building an inclusive, accessible, and empowered Uttar Pradesh for persons with disabilities.
