The Indian sovereign AI cloud provider has agreed a framework with Kazan’s High-Technology Technopark to explore joint ventures, cross-border partnerships and tailored digital infrastructure solutions, and is proposing “cloud embassies” to support the collaboration.
BharathCloud, an Indian sovereign AI cloud service provider, has signed a Memorandum of Understanding (MoU) with the High-Technology Technopark “IT-Park” in Kazan, in Russia’s Republic of Tatarstan. The agreement aims to promote collaboration in artificial intelligence and cloud computing, as well as investment and business partnerships between India and Russia.
The MoU was signed at the II Russia-India Business Forum “TIME”: Russia-India Mutual Efficiency Business Forum 2026. The event brought together businesses and industry players to discuss cooperation in areas such as AI and cloud investment.
The agreement sets out a framework for both organisations to explore joint ventures, facilitate cross-border business partnerships and identify opportunities in digital infrastructure. This includes AI and cloud solutions tailored to businesses of all sizes across a range of industries.
BharathCloud co-founder Rahul Takkallapally was invited by the Government of the Republic of Tatarstan to attend the forum’s “IT Bridge: Technologies Connecting Russia and India” session, which focused on AI and cloud collaboration between the two countries.

What the agreement covers
Under the MoU, the two organisations will look for ways to connect businesses from both markets and support companies already based at the IT Park. They also plan to hold industry events, training programmes, workshops and business delegations to encourage knowledge exchange. Talks on infrastructure support, expert assistance and joint projects may also take place within the framework.
BharathCloud is additionally proposing the concept of cloud embassies to strengthen cross-border digital infrastructure.
The Bharath Digital Infrastructure Association (BDIA) also participated in the MoU, bringing together industry stakeholders to explore AI and cloud collaboration and business partnerships between India and Russia.

What the partners said
Takkallapally said: “As businesses look at opportunities beyond their home markets, access to the right AI & Cloud ecosystem and local business networks becomes important. This MoU gives us a platform to engage with partners in Tatarstan, understand areas of mutual interest and explore how Indian and Russian technology companies can work together on future opportunities.”
Ruslan Vlasov, Director of the High-Technology Technopark “IT-Park” in Kazan, said: “India and Russia have opportunities to deepen cooperation in technology and digital infrastructure. With this MoU, we want to foster stronger linkages between the business ecosystems of both countries, assist firms in exploring each other’s markets and provide a stepping stone towards engaging in future joint projects.”
The partners say the MoU will open new channels for business between Tatarstan and India, helping companies establish contacts, exchange experience and create new growth potential. By building a bridge between industry networks on both sides, they expect to lay the foundation for long-term collaboration in AI, cloud and digital infrastructure.
