The Central Consumer Protection Authority (CCPA) has imposed a penalty of ₹5 lakh on e-commerce platform Snapdeal for selling toys that lacked mandatory certification from the Bureau of Indian Standards (BIS), in violation of the Toys (Quality Control) Order, 2020.
CCPA Chief Commissioner Nidhi Khare told PTI that a final order had been issued against Snapdeal (Ace Vector Limited) after the authority took suo motu cognisance of the matter.
In addition, the CCPA has served notices to other e-commerce platforms, including Amazon and Flipkart, as well as sellers such as Stallion Trading Company and Electronics Bazar Store.
Alongside the monetary penalty, the CCPA has directed Snapdeal to ensure strict compliance going forward by preventing the listing, hosting, or advertisement of any toys that do not meet BIS standards. The company has also been instructed to prominently display customer care contact numbers, email addresses, and details of its Grievance Officer to enable faster consumer redressal.
The CCPA highlighted multiple lapses:
· Many listings lacked the manufacturer’s name, address and mandatory BIS certification number.
· The platform relied solely on seller self-declarations without any independent verification.
· Snapdeal promoted the toys under campaigns such as “Toofan Sale” and “Deal of the Day” and tagged them with quality assurances like “great quality at best price” — claims the authority termed misleading.
The Toys (Quality Control) Order, 2020 came into force on January 1, 2021, making BIS certification mandatory for all toys sold in India.
