In a world-first initiative, Albania’s Prime Minister Edi Rama has appointed an AI-generated virtual minister, Diella, to tackle corruption and enhance government transparency. The groundbreaking move is supported by Microsoft’s AI technology, using the latest machine learning models and artificial intelligence tools to ensure accurate, reliable governance solutions. Diella, named after the Albanian word for “sun,” is a fully digital entity and will work as part of the Cabinet to monitor public tenders and ensure they are 100% corruption-free.
Diella’s appointment is part of Albania’s broader commitment to digital transformation and e-governance innovation, offering faster, more efficient, and transparent public services. Previously launched as a virtual assistant on the e-Albania platform, Diella has helped over 1 million users access public documents and government services online. Her interface, featuring a traditional Albanian costume, bridges culture with cutting-edge AI-powered administration.
According to Albania’s National Agency for Information Society, Diella’s role is to assist with governance by providing data-driven support and real-time analysis while ensuring ethical AI deployment and data accuracy. The virtual minister is part of Albania’s strategy to integrate digital tools, AI governance, and public sector innovation to fight corruption and enhance citizen trust.
This move positions Albania at the forefront of leveraging AI for government services, setting a global example in smart administration, AI ethics, and transparent governance solutions. As governments worldwide explore artificial intelligence adoption, Diella’s success could redefine how technology is used to foster accountability and efficiency in the public sector.
