Delhi set to roll out Smart-PDS to digitise ration distribution

The proposed Smart Public Distribution System will enable online ration-card services, QR code-based verification, facial authentication and real-time tracking of foodgrain distribution, aiming to improve transparency, curb fraud and simplify access to welfare services for beneficiaries.

The Delhi government is preparing to modernise its Public Distribution System (PDS) with the introduction of the Smart Public Distribution System (Smart-PDS), a digital platform designed to streamline ration-card services and improve the delivery of subsidised foodgrains across the national capital.

The initiative aims to shift several key services online, reducing the need for beneficiaries to visit government offices while offering greater visibility into the ration distribution process. Once implemented, eligible households will be able to check the status of their ration allocation, track when supplies reach Fair Price Shops, and receive updates on the expected distribution schedule through digital channels.

The proposed system is also intended to strengthen oversight of the ration distribution network by addressing issues such as fake ration cards, duplicate records, black marketing and diversion of subsidised foodgrains.

Digital platform to simplify citizen services

Under the Smart-PDS framework, ration-card holders will be able to complete a range of services online. These include adding or deleting family members from ration cards, uploading supporting documents and tracking the status of applications without repeated visits to government offices.

The platform will also allow beneficiaries to monitor the movement of their allocated foodgrains through mobile devices, enabling greater transparency throughout the supply chain. Officials expect digital records generated by the system to improve the monitoring of applications, ration-card updates and foodgrain distribution.

As part of the upgrade, existing ration cards will be replaced with smart ration cards featuring QR codes and digital verification capabilities. These QR codes will help authorities quickly verify card authenticity and detect fake or duplicate entries, strengthening the integrity of the distribution system.

QR codes, facial authentication to enhance verification

The government also plans to introduce facial recognition as an additional authentication mechanism for beneficiaries. The feature is expected to assist individuals whose fingerprints cannot be accurately verified through biometric devices, offering an alternative method of identity verification.

Officials believe the combination of QR code-enabled smart ration cards, biometric authentication and facial recognition will improve beneficiary verification while ensuring that subsidised foodgrains reach genuine recipients.

Before the system is introduced across Delhi, a 16-member User Acceptance Testing (UAT) committee has been constituted to evaluate the Ration Card Management System (RCMS) application. The committee comprises Assistant Commissioners from Delhi's 13 districts, Food Supplies Department officials and technical experts.

The panel will assess the application's functionality, speed and user experience while testing key features such as document uploads, family detail modifications, application tracking, card verification and ration monitoring. The Smart-PDS project is currently undergoing testing and is expected to be rolled out after successful evaluation.
