The Ministry of Electronics and Information Technology (MeitY) has released draft amendments to the Information Technology Rules, 2021, introducing India’s first regulatory framework to govern artificial intelligence systems and synthetic data.
The proposed changes aim to ensure accountability, transparency, and ethical deployment of AI technologies across sectors.
Under the draft amendments to the Information Technology Rules, 2021, intermediaries and platforms deploying AI models must label AI-generated or synthetic content, prevent deepfake misuse, and maintain mechanisms for user consent and redressal.
Developers will be required to disclose training data sources, implement risk assessments, and establish “AI safety and trust protocols.”
The amendments also propose the formation of an AI Advisory Council to guide standards, compliance, and innovation safeguards.
The move follows a surge in AI-generated misinformation and deepfakes, which have raised national security and privacy concerns.
MeitY’s proposal aligns with India’s vision of “Responsible AI for All,” balancing innovation with harm prevention.
By setting guardrails for AI systems, the government aims to foster trust, encourage ethical AI development, and protect citizens from algorithmic bias and digital manipulation.
Public feedback on the draft will be invited before the final rules are notified, marking a major milestone in India’s AI governance journey.
