Odisha Government chooses TCS to Launch AI-Enabled IFMS 3.0 for Smarter Public Finance Management

Tata Consultancy Services (TCS), a global leader in IT services, consulting, and business solutions, has been chosen by the Government of Odisha to design and implement Integrated Financial Management System (IFMS) 3.0, an advanced AI-driven financial management platform. This next-generation solution will play a crucial role in digital governance and public finance transformation, strengthening Odisha’s roadmap toward a smarter, more transparent, and citizen-centric government ecosystem.

IFMS 3.0 is built on a cloud-native, microservices-based architecture, ensuring seamless automation of budgeting, expenditure management, revenue tracking, and accounts management. With TCS’s AI Workbench (AIWB) integration, the system will leverage artificial intelligence and machine learning for advanced analytics, predictive insights, and intelligent decision-making. Key features include multilingual chatbot support, real-time monitoring, automated workflows, mobile accessibility, enhanced security protocols, and advanced reporting tools, providing state officials with actionable insights for effective governance.

TCS has been collaborating with the Odisha Government since 2005, starting with the Odisha Treasury Management System, followed by IFMS and IFMS 2.0. The launch of IFMS 3.0 marks a significant leap in e-governance in India, offering a single source of truth for all financial processes. This unified system will enable faster reporting, improved compliance, and data-driven governance, empowering policymakers with greater financial visibility and precision.

 

According to TCS leadership, IFMS 3.0 is designed to deliver smart governance solutions by unifying payments, receipts, and accounts while enhancing user experience with an intuitive interface. By adopting AI-enabled digital infrastructure, Odisha aims to set a benchmark in public finance innovation, ensuring transparency, efficiency, and last-mile service delivery.

This initiative reflects TCS’s commitment to nation-building programs, where nearly 70% of Indians already benefit daily from TCS-powered digital services such as stock exchanges, passport issuance, health insurance, and pensions.
