Telegram has been fined 35 million rubles (approximately $432,366) by Russian authorities for failing to remove prohibited content, according to Russia’s Interfax news agency. The platform has faced repeated scrutiny in Russia, with officials accusing it of enabling illegal and extremist activities.
In response to the fine, Telegram rejected the charges, alleging that Russia is attempting to restrict its services in order to push users toward the state-run messaging app, MAX. This is not the first time the platform has faced penalties in Russia. Experts suggest that further fines or stricter restrictions on certain channels and features could follow if Telegram does not comply with government content regulations.
The Russian government previously blocked Telegram in 2018, citing similar concerns, though the ban was later lifted. Despite this, tensions between the platform and authorities have continued, reflecting ongoing challenges in balancing digital freedom and regulatory oversight.
Telegram’s challenges are not limited to Russia. The Indian government has also issued a notice under the IT Act 2000, demanding the removal of pirated content from 3,142 channels. This action comes after complaints from multiple OTT platforms, including JioCinema and Amazon Prime Video, about large-scale piracy of films and web series on Telegram. Authorities emphasized that the platform must comply with copyright laws to prevent illegal content distribution.
The scrutiny highlights growing global pressure on messaging platforms to enforce content moderation while maintaining user accessibility. Governments are increasingly using fines, content removal notices, and other regulatory measures to ensure compliance, making it imperative for platforms like Telegram to navigate legal frameworks across multiple jurisdictions.
With ongoing investigations and regulatory pressure, Telegram faces a challenging environment in countries like Russia and India. The platform’s response and ability to comply with content laws will likely determine the extent of further penalties and its operational freedom in these regions.
