India has unveiled a proposed “techno-legal” framework aimed at strengthening governance across the artificial intelligence ecosystem. The initiative seeks to bring greater accountability, transparency, and coordination to AI development and deployment in the country.
The framework is designed to cover the entire AI value chain, including industry, academia, government bodies, AI model developers, solution deployers, and end users. By aligning legal, technical, and ethical considerations, the government aims to ensure responsible AI innovation while mitigating risks related to misuse, bias, and lack of oversight.
At the core of the proposal is the creation of an AI Governance Group (AIGG). This body will be chaired by the Principal Scientific Adviser and will serve as the central coordinating authority for AI governance in India. The AIGG is expected to guide policy formulation, recommend standards, and oversee compliance across sectors.
The proposed structure emphasizes collaboration between stakeholders, encouraging shared responsibility rather than isolated regulation. It also aims to balance innovation with safeguards, ensuring that AI adoption supports economic growth, public trust, and national priorities.
With this techno-legal approach, India is positioning itself to proactively address emerging AI challenges while building a robust and future-ready governance framework for advanced technologies.
