The Telecom Regulatory Authority of India (TRAI) has released a draft manual that sets forth clear guidelines for Digital Connectivity Rating Agencies (DCRAs) to evaluate and rate the digital infrastructure of residential and commercial properties. This initiative is part of TRAI’s larger framework under the “Rating of Properties for Digital Connectivity Regulations, 2024”, first announced in October 2024.

With growing demand for high-speed internet, fiber-to-the-home (FTTH), and 5G-ready infrastructure, TRAI’s draft manual aims to provide a standardized and transparent assessment methodology for evaluating the digital readiness of buildings. The manual will serve as a benchmark for DCRAs, enabling uniform property ratings across India based on parameters like broadband availability, in-building solutions (IBS), telecom infrastructure readiness, and last-mile connectivity.
The digital connectivity rating system will help property buyers, tenants, and commercial real estate investors make informed decisions by highlighting how well a building is equipped to support modern digital services. It will also encourage real estate developers and housing societies to invest in future-proof infrastructure that supports fiber broadband, 5G mobile networks, and smart building technologies.

This move aligns with India's broader vision of becoming a digitally empowered society, particularly as urban centers gear up for smart city transformation. High ratings under the TRAI framework could become a key differentiator in the property market, making digitally-rated buildings more attractive to tech-savvy consumers and enterprises seeking seamless connectivity for work-from-home setups, IoT applications, and cloud-based services.
TRAI has invited public consultation on the draft manual, seeking feedback from stakeholders, including telecom service providers, infrastructure companies, real estate developers, housing associations, and tech policy experts. Suggestions and comments can be submitted to TRAI by June 2, 2025.
