MNV platform will allow authorized entities to verify users’ mobile numbers, enhancing user authentication and security.
In a significant move to tighten cybersecurity and reduce mobile number-linked fraud, the Department of Telecommunications (DoT) has proposed a new set of Mobile Number Validation (MNV) rules. The proposed framework aims to enhance digital identity verification and safeguard citizens from scams that exploit unverified or spoofed mobile numbers.
At the heart of the proposal is the creation of a centralised MNV platform, which will serve as a real-time verification system. This platform will be accessible to telecom operators, banks, financial institutions, fintech firms, and e-commerce companies, among other authorised entities. These stakeholders will be able to verify the authenticity and status of users’ mobile numbers by paying a prescribed validation fee.
With mobile numbers serving as primary identifiers in banking, digital payments, and app-based services, the risk of cyber fraud, identity theft, and phishing attacks has grown exponentially. The MNV system is designed to prevent fraudulent transactions, block SIM swap scams, and deter unauthorized access to sensitive digital services. It will also help prevent misuse of dormant or deactivated mobile numbers and reduce incidents of fake customer registrations.
This proposal aligns with the Centre’s larger agenda of creating a safer digital ecosystem by introducing stricter cybersecurity guidelines for telecom and tech-related platforms. The MNV initiative is also expected to assist regulatory authorities and law enforcement in swiftly identifying and acting against fraudsters who exploit loopholes in the current mobile verification process.
