Chhattisgarh’s e-Governance nodal agency partners with Salesforce to empower Digital Dwaar
Chhattisgarh Infotech Promotion Society (CHiPS), the state’s nodal agency for e-Governance, announced a strategic collaboration with Salesforce to deploy MuleSoft as the technology backbone of Digital Dwaar — the state's unified Application Programming Interface (API)-based data exchange platform.
The collaboration marks a significant step in Chhattisgarh's journey toward building a connected, citizen-centric digital governance ecosystem aligned with the Government of India's Digital India vision.
As Chhattisgarh scales its digital transformation, the state recognized that fragmented systems and manual data coordination were barriers to effective, responsive governance. CHiPS adopted an API-led integration strategy with MuleSoft at its core, establishing Digital Dwaar as a centralized API exchange where all state departments can publish and consume data services through a single, governed platform. This replaces coordination that previously took days or weeks with instant, API-driven data access. Standardized integration frameworks ensure consistency and security at scale, with CHiPS maintaining centralized visibility and control over all data flows - enabling faster, more informed decision-making across departments. The implementation was driven by Watsoo, a Salesforce consulting partner.
The collaboration has delivered tangible results across Chhattisgarh's governance operations. The departments have seen a significant reduction in manual data exchange processes and integration timelines, while real-time data availability has enabled faster decision-making and service fulfillment. Centralized monitoring has strengthened data security and compliance across the board.
Prabhat Malik (IAS), CEO, Chhattisgarh Infotech Promotion Society (CHiPS), said, “Digital Dwaar represents a foundational shift in how we think about data and service delivery. With MuleSoft, we've moved from isolated systems to a connected ecosystem where data flows securely, instantly, and at scale across all departments. This platform is not just an infrastructure investment; it is the foundation for the next generation of citizen-centric governance in Chhattisgarh, and we look forward to building on this collaboration with Salesforce to realize our vision of a future-ready state."
CHiPS envisions Digital Dwaar as an enduring platform designed to scale with Chhattisgarh's digital ambitions. The roadmap includes expanding API integrations across all state departments and key applications, strengthening governance and security frameworks, and leveraging the platform's data layer for advanced analytics and policy insights. As the ecosystem matures, Digital Dwaar is expected to enable AI-driven public services and more proactive, anticipatory governance — where the state anticipates citizen needs and delivers proactive services.
Arundhati Bhattacharya, President and CEO, Salesforce - South Asia, said, “India’s state governments are at a critical juncture where their current infrastructure decisions will define the speed and quality of public services for decades. Chhattisgarh serves as a primary example of this necessary shift, illustrating how AI can transition fragmented governance into intelligent, citizen-focused platforms. Future leadership in governance will be defined by a 'platform-first' and 'AI-first' mindset to create responsive, scalable systems for the people. Our partnership with Chhattisgarh highlights this transformation, and we are committed to helping India develop the digital and AI foundations required for population-scale impact."
