MeitY Secretary S. Krishnan has called for India to build cyber-resilient digital infrastructure, speaking at the launch of the Digital Threat Report 2025–26.
MeitY Secretary S. Krishnan stressed that cybersecurity and operational resilience must anchor India's digital governance, including AI governance, so systems keep functioning even under attack.
Krishnan noted that rapid digitization has improved services but expanded India's risk exposure across three levels: 1. individual (fraud, identity theft), 2. organizational (ransomware, data compromise), and 3. national (attacks resembling cyber warfare).
The Ministry of Home Affairs handles citizen-facing cybercrime, while MeitY and CERT-In coordinate broader preparedness.
He described AI's dual role — enabling new attack methods like deepfakes and automated malware, while also strengthening defense through real-time detection and predictive security.
Organizations, he said, must adopt AI proactively.
Krishnan emphasized identity and access management as central to resilience, given the rise of identity-based attacks, and called for indigenous AI and cybersecurity capabilities to reduce foreign dependence.
The remarks reflect India's shift from prevention-only strategies toward sustained operational resilience and digital sovereignty.
